If it's consistintly off, you need to tune the bow. If it's occasionally, you need to work on form and grip.
 
Just try to get your center shot ( right/left) on rest centered with riser and string,by moving rest right and left. Normally as seen from the side the arrow height on shelf should be about center or level with Berger button hole(hole for mounting rest) on the riser, adjust rest up or down.Then nock point should be about 1/8"-3/8" above center on the string. That should be a normal starting point to get you close then small adjustments to tune it to you.
 
Sounds like your bow is out of tune. Which way is your arrow nock kicking?
 
Have you done a lot of shooting bow and do you have clean consistent release? 28" ata seems like a lot of finger pinch. Shooting a retriever?

Just for giggles shoot it with a release as well and see if it kicks as bad? have you always shot fingers or is this new to you, I ask because there can be a big difference if you not used to it and that can definitely throw an arrow. which way is it flying left to right? or up and down?
 
After watching some of our own Youtube videos last year we learned that the WhiteGlass arrows were too flimsy and are now shooting carbon shafts that are stiffer and flying much better. Less random planning in the water. That GoPro really change the way I think about arrows.

I found same 2 years ago on my own paper tuning. I originally used Cajun yellow jackets until it was brought up they were coming from manufacturers crooked. Here was a twist I never thought to check... after spinning 6 new ones I had on a granite counter top and finding 5 were warped significantly I ditched those and went with RPM Matrix and RPM NRG shafts.

Stiffer and straighter is better in bowfishing too!!

I smile on the slow motion shots on the opening credits of Iron Man Bowfishing when Chuck is shooting a white shaft and it is leaving his bow like a noodle in flight. Granted, he killed a lot of fish with that setup as has a lot of un-tuned hunting bows through the years but it is better to have a well tuned setup and know the Indian missed that fish and not the equipment.
