Is it permitted to inform members about a person that contacted me from this site and ripped me off? Dont want to break any rules BUT i also do not want to see another get scammed by this guy.

As long as u have proof (screen shots or something) and it isn't a he said / she said kinda thing. Also, you must be directly involved and not be "taking up the fight" for a friend.

Just keep it civil, no name calling or slandering. And keep to the facts.

I am debating to post. I did send a US postal money order to pay for the item so by law i think he committed mail fraud, Im going to look into this before i post anything about this deal. My wife is a mail carrier, Ill have to check with the postmaster at her branch to confirm.But yes local police may be another option Ill bet they know him.
