Yeah I would use 1 1/4'' solid rod. The shroud should be installed behind the reduction. Remove reduction, slide on shroud, replace reduction. The fan shroud will mount the same with or without the ruduction. You will have to design the shroud to have a mounting plate in the center of the shroud that will attach to the engine block.
