So i have 2 150 W HPS and 6 Halos on my boat, i had to order a new Ballast for one of the HPS and it came with a cap, the other HPS with the original Ballast doesn’t have a cap. The one w/o the cap keeps going in and out and the one with the Cap stays running all night. If i put a cap on the light that keeps going out will that solve my problem?

Cycling is an indication that the bulb has reached the end of it's life cycle. New bulb should solve your problem.
