My buddy is setting up a kicker with and older motor and the throttle is way too stiff if the timing advancing mechanism and all is hooked up. I know on vehicle enigine u can lock the timing to full advance with no issues, but what about on a 2stroke outboard?? As in hook the throttle straight to the carb and tie/bolt/weld ect the timing arm to full advance

Just curious I'm motor shopping currently what is the solution for the timing advance?

You can lock the timing , and it might run but it aint gonna like it. Take the parts loose one at a time and find whats stiff, most likely the armature plate - clean it up lube it with some moly and youre back in business
