We have the "wanton waste" thing in Oklahoma, but doesn't apply to filleted game fish. So you can clean game fish and throw what's left back in the lake, but not the whole fish.
I'm still of the opinion these rules are for game fish and animals. Rough fish aren't considered game fish, so therefore these rules don't apply. No one says chit about hanging coyotes on fences or leaving them lay because they aren't a game animal... Sinking should be completely legal. Not sure I want the GW opinion on that matter...

Talk to your wardens about the wanton waste law. We have it here in Nevada but it doesn't apply non game animals or unprotected fish which carp falls under here
