What would do?

Bought a nice 2001 war eagle, 2072. Has a nice 115 Yamaha and it's a barge. Paid $9K.
While running some wires for my lights I discovered the same thing as my other used boat. The foam under the floor is soaked with water. Boat rides well but I'm sure it adds weight and might cause other problems.
I'm trying to keep the cost down and my hours of labor down also. So do I pull up the floor? Drilling out the rivets and scrapping out the foam. I have a friend who sprays closed cell so I can get it filled up for nothing but I know it's a lot of work. What would do?

Even without seeing it I think that is a good decision. It sure seems like a can of worms if performance is satisfactory and you aren't positive the foam is truly soaked throughout.

When I built a pair of duck boats I used 2 part urethane foam - pricey, but not supposed to take on water or melt from gasoline. Are these expensive jon boats filled instead with some cans of Great Stuff junk?
