I think this will depend on your setup. What hp engine and how much pitch you have. They can get loud at wot but nothing compared to an airboat. When I am slowly cruising along my fan noise is hardly noticeable. In fact I was stopped on Guntersville lake last year by the DNR for a random check. The DNR did a decibel test. When I started it up he said my fan was quieter than most bass boats at idle. They only check you at idle speed, at least thats what I was told. After I added a belt reduction and increased the pitch my fan became even quieter.
Do they check the decibel level at idle? I've always been curious about how they go about that. That would be cool if they do because my fuel pump makes about 3 times more noise than my fan does at idle lol.
A three blade prop, will cut down on noise. You can improve on the muffler if you try. Safe to say the only fish that I know of, that are noise shy, are silvers.
13 hp, with a 40 inch, 3 blade prop was working right out of the box, for me. I feel sorry though, for the folk who have to push against current. That requires horses.
Any fan = noise
Just the nature of the beast....but the pros far outweigh the cons!
