Disconnect one light at time till gfi stays on with other lights,that lets you know which light or fixture to start with, could be bulb , moisture somewhere.With off take meter and try to trace anything from hot side back to ground, on ohms or continuity setting..

I did an found that its the #1 an #3 is when it blows breaker ..i noticed that the bottomof the igniters have been wet an some rust on them ...an don't know if this could cause this ...I checked ground wire it had a little rust in it I cleaned it put it back on an now they all don't work can't even get gfi to reset ...help
 
If it wont reset it is shot. I am not sure how the 400 panels are but you should be able to replace the gfi in it. If you can't just pop it out and replace it you can bypass it and install a new one .
 
I would think if that was the case the gfi would still reset. If it will not reset with the power off to the lights it is shot. I am no electrician though. I am a plumber..lol. I know enough about electricity to get me, and you hurt. I see it all the time on septic pumps that electricians wire on GFI's. The are made to break the circuit on any type of ground issue. Moisture kills them and we find them every year that have to be replaced, even in weatherproof boxes. Basically, they are made cheap and once they go out it is done.

I replaced the gfi an it still did it..ballast don't go out two at a time I wouldn't think ...can a ballast take some moisture from sweating ..or igniters they have rust on the bottom of them ....switches it has two one for power an the #1 light the second has #2&#3 the only one that worked was #2 ..now that I cleaned the ground now they all don't work ...should I replace switches or ignites first
 
I dont know about the ignitors or switches. It is unchartered waters for me past the GFI. I would ask Old Bald Guy in a pm. He is way more electrical than anyone I have seen post on here. There should be a way to test both the ignitors and switch to see if they are recieving power.
